From the dance floor to the pulpit: Rabbi looks back at 41 years of serving ...

Fter 41 years with Congregation Emanu El, Rabbi Roy A. Walter will add another credential after his name on July 1, 2011: emeritus. As the ever-youthful rabbi enters this next phase of his life, the JH-V looks into the time when this more than 6-foot-tall rabbi arrived in Houston as a young bachelor in his red Pontiac convertible with the license plate “Reb Roy.” As a teenager in Memphis, the young Walter became active in Young Judaea and loved Israeli dancing. As a sophomore at Tulane University in 1962, he was asked to conduct an Israeli dance workshop for the Southern Federation of Temple Youth group. Subsequently, he became the national dance instructor for the National Federation of Temple Youth group. And then, he was hired to work at a Texas Oklahoma Federation of Temple Youth summer convention, where he met the dean of the program, Rabbi Robert I. Kahn, of blessed memory, of Congregation Emanu El. Several years later, while the budding student was in rabbinical school at Hebrew Union College-Jewish Institute of Religion in Cincinnati, he attended another TOFTY summer event. “It was the summer of 1967,” Rabbi Walter recalled, “that Rabbi Kahn’s daughter, Sharon, suggested [prophetically, as it turned out] that I come to Houston to ‘play in my daddy’s temple.’ In 1970, I was ordained and then hired to be the assistant rabbi at Congregation Emanu El.” Having been raised in the Orthodox tradition in Memphis, the young student was a regular at Shabbat services at the shul a block from his home, where he became a Bar Mitzvah. He taught religious school while an undergraduate English major at Tulane. He seriously contemplated becoming an English teacher before deciding during his senior year on a future in the rabbinate. In honor of his English major days, he often wears a T-shirt with the slogan, “I am the grammarian about whom your mother warned you.” The rabbi added, “Language is the greatest gift – it’s how we communicate.” Emanu El has been Rabbi Walter’s only permanent pulpit. During these 41 years, he not only has led his congregants through his teaching and innovative programs, but he has reached out to the greater Houston community in the spirit of prophetic Judaism, the values of the prophets, fulfilling the mitzvot Judaism expects of us. He has served in a leadership capacity for organizations combating hunger and AIDS. Through HMM, Rabbi Walter learned about the severity of the hunger problem in America.

If you look closely at the wording of the statute, you quoted a portion of the statute that becomes effective September 1, 2011. Directly below is the wording of the current statute that is effective until September 1, 2011. The wording that becomes effective 9/1/2011 has no fee, the current wording effective until 9/1/2011 has a $15 fee for YOM plates. No mention in the current wording of plates having to be approved before 1/1/2011.
